The report on several methodological aspects of the final version of the HIGH-TOOL model is online available. The report describes the modelling methodologies underlying each individual module, and presents the relevant equations. Furthermore, in order to provide a basis for model validation, the deliverable contains an extensive study on elasticities. Finally, the report covers the identification of policy variables of Transport Policy Measures and their upper and lower bounds.
